Harris County is the biggest property market in Texas, with more than 1.5 million parcels across Houston, Pasadena, Baytown, Katy, Cypress and the rest of the county. It is also one of the most searched counties for motivated-seller data: people look for the Harris County tax delinquent list, the foreclosure list, sheriff and constable sales, and probate records every day. This guide explains where each of those public lists comes from, how the Texas rules work, and how investors and agents use them.

01Is there a Harris County tax delinquent list?

Yes. Texas property tax is public record, and an unpaid account stays visible until it is paid. The Harris County delinquent tax roll lists every account with tax past due, and each account shows the years owed, penalties and interest. Many people search for a "Harris County tax delinquent list PDF"; in practice the useful version is a list you can sort and filter by amount owed, years delinquent and owner type, refreshed often enough to catch new delinquencies. That is what LeadCounty builds every week.

02How property tax delinquency works in Harris County

  • Tax bills go out in the fall and are due by January 31.
  • On February 1 unpaid tax becomes delinquent: a penalty and monthly interest start.
  • By July 1 the penalty reaches 12%, and an attorney collection fee of up to 20% is often added.
  • The taxing units can then sue. After a judgment, the property can be sold at a tax sale.

A first missed year can be an oversight. Two or three years unpaid, or a large balance on a long-held house, is a much stronger sign that the owner cannot or will not keep the property.

03Harris County tax sales and the tax sale list

Texas tax sales are held on the first Tuesday of the month. The buyer gets the property itself, subject to the owner's right of redemption: usually 2 years for a homestead or agricultural land and 180 days for other property, with a 25% premium in the first year and 50% in the second. The sale list is published before each sale, but by then the owner has very little time. Investors who reach owners while the tax is merely delinquent can offer a real way out before the sale.

04Harris County foreclosure list and first-Tuesday sales

Most Texas mortgage foreclosures are non-judicial. The lender (or trustee) must post and file a notice of sale at least 21 days before the sale, and the sale itself happens on the first Tuesday of the month. Those notices are the earliest public foreclosure list in Harris County. Owners who receive one still have weeks to sell, refinance or work something out.

05Harris County probate records and inherited houses

When an owner dies, the house usually goes through probate or passes by an heirship affidavit or deed. Probate cases are public, and the property records later show an estate, "heirs of" or a new owner who inherited the house. Many heirs live outside Houston and do not want to manage a vacant house, which is why inherited properties are one of the most worked lists in the county.

06Code violations, vacant and long-time owners

City code enforcement cases (open structures, overgrown lots, unsafe buildings) point to houses that need work and owners under pressure. Combine them with absentee owners, out-of-state mailing addresses, owners of 15+ years and tired landlords, and you get a short list of owners with several reasons to sell.

07Harris County property records search by owner or address

Property records can be searched by owner name or address: ownership, mailing address, market value, building details, sales and the tax account. The hard part is joining them: the appraisal data, the tax account, deeds, court filings and city cases are kept in different places. LeadCounty joins them by parcel, scores every owner and explains the reasons next to each name.

08How investors turn these lists into deals

  • Stack lists: tax delinquent + absentee + owned 15+ years beats any single list.
  • Start with the freshest records: new delinquencies, new foreclosure notices, new inheritance deeds.
  • Contact owners respectfully and follow the rules for mail, calls and texts.
  • Run every deal through the numbers before you offer, for example with the wholesale MAO calculator.
