Market (appraised) value from the Auditor's CAMA files (assessed = 35%; 2023 was the reappraisal year). Yearly tax is the current year's net tax after credits, including special assessments; tax owed is the unpaid amount now, and tax delinquent means unpaid tax from earlier years or a late current half. Transfers since 1985 with the deed type (WD warranty, GW general warranty, QC quit claim, SV survivorship, FD fiduciary, CT certificate of transfer, DC death certificate, AF affidavit, SH sheriff); many Richland sales cover several parcels (house plus side lots). When a deed is newer than the county's year-end owner roll, the buyer on that deed is shown as the owner. "Tax bill to" shows when the tax bill goes to someone other than the owner. How unpaid tax and foreclosure work in Ohio
Unpaid tax is certified delinquent after about a year; the county treasurer then forecloses through the court or the Board of Revision, and sheriff sales are held online. Some counties also sell tax lien certificates. The owner can pay the full amount until the court confirms the sheriff sale.
Mortgage foreclosures: judicial. Mortgage foreclosures go through the court of common pleas and end with an online sheriff sale.
