Owners, addresses, market values (assessed = 35%) and each parcel's last transfer come from the county GIS parcel roll; no deed types or older sales are published, so transfer history is the last transfer only. Tax amounts (yearly tax, paid, delinquent) are published only for the City of Youngstown and Boardman Township; elsewhere tax owed and delinquency are unknown (empty), not zero. Owner-occupied = the 2.5% owner-occupancy reduction. In foreclosure = on a Sheriff's sale list in the last 12 months; Youngstown code violations and the city's vacant-structure flags are shown as records.

How unpaid tax and foreclosure work in Ohio
Unpaid tax is certified delinquent after about a year; the county treasurer then forecloses through the court or the Board of Revision, and sheriff sales are held online. Some counties also sell tax lien certificates. The owner can pay the full amount until the court confirms the sheriff sale.
Mortgage foreclosures: judicial. Mortgage foreclosures go through the court of common pleas and end with an online sheriff sale.
